降碳刚需：绿电直连与直接绿电 PPA 是最受认可的减排溯源方式 国内减碳机制中，碳市场覆盖高耗能企业的直接碳排放（不包括用电产生的间接碳排放，因为火电早在 2021 年就被纳入了碳排体系，避免重复计算），排放企业可以通过购买碳配额（CEA）和自愿减排量（CCER）履约。电力领域的可再生能源消纳由能源局考核和组织，交易标的为绿证（包括绿电交易中附带的绿证）。全球层面，从 2026年 1月开始施行的CBAM对出口欧洲的高耗能产品仅认可绿电物理直连（a direct technical link between the installation in which the imported good is produced and the electricity generation source）与直接绿电交易（a power purchase agreement between the authorised CBAM declarant and a producer of electricity）2，中国绿证或碳市场的交易标的都不能被用来抵扣 CBAM的碳税。
