2.2 Progress on Achieving the 20%o Ethanol Until ESY 2013-14 the blending of ethanol in petrol was limited to just 1.53%. This was primarily due to the restricted supply of C-Heavy Molasses, the only feedstock permitted by the Ministry of New ethanol blending rate has improved significantly from 1.53% to 14.6%o, given the new policy across the years. For example, India had set up a target of achieving 10% blending rate by ESY 2021-22, which they surpassed by acheving the blending rate of 10.02%. Similarly in the ESY 2022- 23, India achieved a blending rate of 12.06%o, higher than the target of 12%o set for the specific onwards. In ESY 2023-24, as the petrol sales were expected to be 5000 crore litres, the requirement for E15 was expected to be 750 crore litres. However, only 718 crore litres were contracted, of which approximately 60% was grain-based ethanol (Bharat Petroleum Corporation Limited, 2024).
